Structure and Operations

The Council of CHPGC provides a comprehensive framework to ensure high professional standards in specialised nursing excellence and its management and practices in areas of specialised nursing education and training, practices, research and policy.

The Council, led by a President and assisted by a Vice President, is responsible for providing leadership, either directly or through its committees, to deliver the long-term value for the specialised nursing community, with the advice of two knowledgeable and experienced counsel in the doctor and nursing industry – Honorary Advisors.

The Council also leads and supervises the committees through their Convenors to act in the best interests of the Council.  It establishes council policies, sets strategic directions, ensures that an effective internal control environment is in place and oversees the management which is responsible for the day-to-day operations of CHPGC.

The Council recognises that in delegating its functions and authorities to its committees, management does not absolve its overall responsibility for the sound governance of CHPGC.

There are THREE Council committees which assist the Council in focusing on specific matters, fulfil their roles and responsibilities delegated by the Council, report to the Council on decisions and actions taken to monitor the overall performance of CHPGC and make any necessary recommendations.

The THREE Committees are:

  • Training and Planning Committee
  • Public Relations, External Communications and Membership Committee
  • Infection Control Committee

There are also specific positions in the Council to help its operations.

  • Honorary Secretary – is responsible for facilitating the Council process and communications among Council members and advising the Council and its committees on all governance matters and operations. Specifically, he/she arranges meetings, prepare meeting agendas, minutes, notes and papers and follow up action incidental from the Council.
  • Honorary Treasurer – is responsible for the general financial oversight, funding, research grants, fundraising, financial planning, budgeting and reporting, control of fixed assets and book-keeping of the day-to-day accounting transactions of CHPGC.

Committee Functions

Training and Planning Committee – has delegated authority from the Council for the design of the annual training curriculum, performing the day-to-day on-line and off-line professional training, talks, seminars, webinars, conferences and education events to specialised nursing members in healthcare sector through series of programmes, projects and initiatives as approved by the Council.

Public Relations, External Communications and Membership Committee – interacts and manages external communications with external media, press, nursing certification bodies, training participants, NGOs, hospitals, clinics, professional bodies and any other associations relating to the specialised nursing industry.  It also maintains a database of the specialised nursing community and training participants.

Infection Control Committee – acts as an advisory and execution body to the Council to provide expertise and advice relating to infection control measures that contribute to college operations and specialised nursing excellence.

Committee Convenor and Council Members

Underneath a Council Committee, there are working committee members who are normal Council Members.  They are free to choose and participate in any working Committee to discharge their duties as led by the Committee Convenor.

Role of Committee Convenor: a leadership role to inspire and coordinate committee work in organising activities and events pertaining to the terms and reference of any Council Committee.

 Committee Members are normal council members led by Council Convenor, to discharge their assigned duties and responsibilities as decided by the Council.

Co-opt Member

Co-opt Members – are co-opted by the Council from time to time with a tenure to fulfil a specific role in specialised committees.   Examples include but not limited to: Roles on “official speaker and lecturer” of the CHPGC and research trainees and students under the research committee.

Outsourced Functions

Accounting and Audit Function – are outsourced functions to qualified accounting service provider and Auditor who ensure that the Council’s financial, accounting and audit matters are in compliance with the Government standards.

Legal Function – is an outsourced function, commissioned whenever only required, to protect the overall interests of the Council against any legal risks and exposures.
